Officially. Clarification of the Football Federation of Ukraine regarding the passport of football player Andriy Yarmolenko and payments of solidarity for his transfer

On June 5, the official position of FC Dynamo on the payment of compensation under the FIFA solidarity mechanism in connection with the transfer of A. Yarmolenko appeared on the website of FC Dynamo (Kyiv).

In this article, representatives of the Kyiv club unreasonably accuse the Football Federation of Ukraine that since August last year, the FFU sent to the address of FC Dynamo three essentially different passports of a football player A. Yarmolenko, in which constant changes were made, dates were changed and new clubs were added - applicants for payments. "

"Under such conditions, as soon as the FFU finally provides FC Dynamo with the final copy of the player's passport indicating the full list of legal entities that trained football player Andriy Yarmolenko and claim to receive payments under the solidarity mechanism, FC Dynamo (Kyiv) in full will fulfill its financial obligations, ”the statement of FC Dynamo (Kyiv) reads.

In this regard, in order to prevent manipulation of the information used by the representatives of Dynamo, the Football Federation of Ukraine regarding the receipt by the clubs of payments under the solidarity mechanism in connection with the international transfer of professional footballer Andriy Yarmolenko from FC Dynamo (Kyiv) to FC Borussia Dortmund reports the following.

In accordance with paragraph 1.3 of Art. 8 of Annex 3 to the FIFA Regulations on the Status and Transfer of Players, the national association must, when issuing an international transfer certificate, upload the relevant player's passport to the player's transfer tracking system (hereinafter referred to as the FIFA TMS system).

The person in charge of the FIFA TMS system in FFU issued an international transfer certificate for football player Andriy Yarmolenko on August 29, 2017 and in accordance with FIFA regulations uploaded the football player's passport from 29.08.2017 with his signature to the FMS TMS system. (Passport # 1.)

The passport dated 29.08.2017 indicated the information contained at that time in the FFU database. Namely: the first date of registration was considered to be the date of Andriy Yarmolenko's application for the Yunost team (Chernihiv) to participate in the Children's and Youth Football League of Ukraine (March 22.03.2002, 10). At that time, it was not possible or necessary to register the data of football players from the age of XNUMX. 

In connection with the appeals of SDYUSHOR on football "Youth" from September 14, 2017 and October 3, 2017, the information department of the FFU Development Department, which is responsible for maintaining the FFU database, based on documents provided by the organization, made appropriate changes to the player's registration data . The possibility of entering and the procedure for changing the registration data of a football player is provided by the decision of the FFU Executive Committee of December 21, 2016. The changes concerned the first years of Andriy Yarmolenko's training, about which there was no information in the FFU database at that time.

In this regard, the amendments to the footballer's passport took place in several stages over three months - all the data that were transferred to SDYUSHOR football "Youth" required careful verification.

On October 24, 2017, the person responsible for the FIFA TMS system sent to the TMS managers of FC Dynamo Kyiv LLC technical (preliminary) passport football player Andriy Yarmolenko without the signature of the person responsible for the FIFA TMS system, which did not reflect the registration data of the football player for SDYUSHOR "Youth" since 1997, but changes have already been made to the 2002/2003 season to check the clubs' registration data. At the same time, employees of the information department of the FFU Development Department checked the correctness of data in the 2002/2003 season, and it turned out that "Youth" (Chernihiv) and "Desna" (Chernihiv) played a joint team in the DUFL of Ukraine called "Desna-Youth" »(Chernihiv). 

After entering all the data (based on the package of documents provided by the procedure for making changes to the player's registration data by the information department of the FFU Development Department, namely - registration of Andriy Yarmolenko for SDYUSHOR "Youth" (Chernihiv) starting from 16.09.1997) responsible for the FIFA TMS system the person sent to all interested parties the final passport of football player Andriy Yarmolenko dated November 21, 2017. (Passport # 2.)

Also, the Football Federation of Ukraine in its letter № 984 dated May 10, 2018 informed FC Dynamo Kyiv LLC that the only valid version of Andriy Yarmolenko's passport is the passport dated November 21, 2017, and therefore all calculations must be made on its basis.

Therefore, we consider the accusations by FC Dynamo (Kyiv) against the Football Federation of Ukraine unfounded. FFU officials who participated in making registration changes to the football player's passport Andriy Yarmolenko were guided exclusively by the procedure approved by the FFU Executive Committee for making changes to the registration data in the football player's passport and their job responsibilities.

We also want to draw attention to the fact that until 2016, clubs and CYSS did not have the opportunity to make changes to the registration data of the player, and therefore did not have the opportunity to receive funds for the training of their own students in the early years. And the very decision of the FFU Executive Committee of December 21, 2016 gave clubs and CYSS the opportunity to receive the funds they are entitled to on the basis of FFU and FIFA regulations for the first years of training players.
