Address by the Chairman of the UAF Arbitration Committee Luciano Luci regarding the procedure for using the VAR system in Ukraine

The head of the Committee of Referees of the Ukrainian Football Association Luciano Luci made a statement on the procedure for using the VAR system in our country.

"We would like to inform you that in order to obtain permission to use the VAR system in Ukraine, the UAF signed a memorandum of intent, according to which the UAF undertakes certain obligations to FIFA and IFAB to comply with IAPP (Protocol on Implementation and Approval ). Significant financial and material resources were used by the UAF to implement the program and comply with the requirements of the protocol and memorandum.

One of the requirements of this protocol is the training and certification of match officials (MOMs) of the relevant division of the competition, who have the right to play matches with the VAR system only in those categories of competitions / divisions to which they belong.

According to this memorandum, the UAF prepared eight OOMs of the Premier League and received permission to hold individual matches using this system in the following competition categories:

1. OPFKU "Premier League".

2. Cup of Ukraine.

3. Super Cup of Ukraine.

In order to add to the above list a new competition in the form of the first league of the PFL, you need at least the following:

- availability of the appropriate level of financial and material resources necessary to cover the costs of purchasing a VAR van and training to work with it OOM first league PFL;

- a written request from the PFL to the UAF with a request to develop a "Plan for the implementation of VAR in the first league of the PFL", "OOM training plan of the first league of the PFL", which must be submitted for approval to FIFA and IFAB;

- implementation of step-by-step measures provided by the protocol and certification of OOM of the first league;

- obtaining permission from FIFA and IFAB to hold matches with VAR in the first league of the PFL.

In any case, according to the experience of these organizations, it will take at least six months to obtain a permit and comply with all requirements for obtaining it from FIFA and IFAB. "
