Officially. Decision of the UEFA Executive Committee on replacements for Euro 2020 and the League of Nations 2021

The UEFA Executive Committee has decided by video conference on the number of substitutions in the matches of Euro 2020 and the final part of the League of Nations-2021.

Euro 2020, the final stage of the League of Nations-2021 and head-to-head matches

UEFA has allowed five substitutions for Euro 2020, in the final stage of the League of Nations in 2021, as well as in head-to-head matches for the right to remain in League C, according to a temporary amendment to Rule 3 of the IFAB Rules of the Game.

The Executive Committee has decided to extend this amendment, as the COVID-19 pandemic continues to affect national and international football calendars, and the reasons for using the five-substitution rule remain relevant. And also because the rule already applies in the qualifying matches of the World Cup, which take place from March 2021 to March 2022.

The amendment now applies to Euro 2020, which will take place in June-July 2021, the final stage of the League of Nations in October 2021, as well as the butt matches of the League of Nations for the right to remain in League C in March 2022.

Admission of spectators to UEFA matches

The UEFA Executive Committee has revised its decision from 1 October 2020, when it allowed spectators to return to UEFA tournament matches in the amount of 30% of the stadium's capacity. The executive committee acknowledged that such a restriction was no longer required. As the epidemiological situation in the 55 countries whose national associations are members of UEFA varies considerably, decisions on the admissible number of spectators must be made exclusively by the relevant local and / or national authorities. UEFA's restriction to fill the stadium by a maximum of 30 percent has been lifted, as has the ban on futsal matches. It should be noted that the Ukrainian Football Association, represented by President Andriy Pavelko, actively initiated the adoption of such a decision on this issue.

At the same time, UEFA wants to take reasonable and responsible measures to minimize the risks associated with COVID-19 and take into account the current transport restrictions. Therefore, the executive committee proposed to uphold the decision of October 1, 2020, which prohibits fans from coming to away matches in UEFA tournaments, until the finals of the club in May 2021, but not including them. UEFA's minimum sanitary requirements for the return of spectators have been changed to take into account the new decision. 

2022 World Cup for girls under 20

On 23 February 2021, the UEFA Executive Committee canceled the 2020/2021 European Under-19 Championships, which were to qualify for the 2022 Under-20 World Championships in Costa Rica. To determine who will represent Europe at the World Cup, the executive committee decided to use the rating of odds based on the results of qualification in the 2020/2021 season. Thus, nand the World Cup will be played by Spain, France, Germany and the Netherlands (listed in order of ranking).

Format of UEFA club tournaments after 2024

The UEFA Executive Committee, together with representatives of the Association of European Clubs and European Leagues, has unanimously approved new deadlines for deciding on the format of club tournaments after 2024. The decision will be made on April 19, 2021.
