The process of making decisions on the licensing of UPL football clubs has begun

A meeting of the UAF committee on certification of football clubs was held in the House of Football with the participation of the first vice-president of the Ukrainian Football Association Oleh Protasov.

The agenda included consideration of issues related to compliance of UPL clubs with the minimum criteria for licensing in accordance with the requirements of the UEFA Regulation on Club Licensing and Financial Stability, which was approved by the UEFA Executive Committee in 2022.

The members of the committee considered the applications and relevant materials of the clubs of the Ukrainian top division for participation in the UEFA club competitions, including a meaningful report on the applications of the clubs to participate in the All-Ukrainian competitions among the teams of OPFCU "Premier League" clubs of the upcoming season.

Particular emphasis is placed on the peculiarities of the functioning of clubs in the current economic conditions during martial law, their financial stability, overdue payables and a change in the strategy of financial activity, mainly those clubs that claim to participate in competitions under the auspices of UEFA. They also did not overlook the issue of mandatory support for the development of women's football by all licensees without exception. It should be noted that there are positive dynamics in this aspect, in particular, seven clubs of the top division already have a women's team in their structure, and nine — provide support to women's football clubs on a contractual basis.

Information regarding the innovations that will come into force on June 1, 2023, with a view to their further integration in the structures of UPL clubs, was reviewed. We would like to remind you that such changes will affect personnel and administrative (specialist in organizing matches, licensed coaches of goalkeepers of the first team, licensed coaches of goalkeepers of the youth team) and financial criteria.

Summing up the previous results allows us to state the mutual interest and constructiveness of the dialogue between the UAF and the UPL clubs in the context of compliance with the minimum requirements of the licensing criteria.
