Regarding the cancellation of a goal against Vorskla in the final of the Cup of Ukraine: clarification from the UAF Referees Committee

The Committee of Referees of the Ukrainian Football Association explained the situation with the uncounted goal of Kyiv's Dynamo against Poltava's Vorskla in the final of the Cup of Ukraine.

Since 2016, IFAB's trends in the modern interpretation of player penalties in the offside have changed significantly, the use of the terms "passive", "active" out of the game is not the main definition of violations "out of the game". Today it is necessary to be guided by the requirements of paragraph 2 of Rule 11 of the current Rules of the Game (below), which deals with the trends of modern punishment for violating the "out of the game":

2. Violation of the "offside" position

A player who is in the "out of play" position at the time of playing the ball or touching it by a teammate is punished only for participating in an active game, ie:

• interferes in the game by playing the ball or touching the ball that was forwarded to him or which was last touched by a teammate, or ...
• interferes in the actions of the opponent, ie ...
• prevents the opponent from playing or being able to play the ball, clearly blocking the opponent's field of view, or ...
• fights with an opponent for a ball or ...
• is obviously trying to play a ball that is close to him when such actions affect the opponent, or ...
• performs an obvious action that clearly affects the opponent's ability to play the ball.

Watching this video, you can see that the player № 8 "Dynamo", who scored a goal (Shepelev), was in the right position, and his partner № 7 (Verbych) was nearby in the position "out of the game", and his actions clearly affected actions / opportunities of the defender of Vorskla № 17 (Chesnakova) to play with the ball next to him. Therefore, it is an interference in the actions of an opponent who deserves punishment, in accordance with the above requirements of the current Rules of the Game, which is exactly what happened on the football field.
