The WAA recommended a PNP referee (on-field review) to review the situation, and the referee after the review correctly did not interpret the action as a foul (for the reasons explained above). In such a situation, it would be more appropriate not to intervene and not recommend the PNP, as the initial decision on the field (to continue play) cannot be determined as an error.

The Rules of the Game state that if two violations are committed at the same time, then the more serious violation must be punished (in order to protect the image of the game and punish the most serious actions), therefore, in this episode, the correct decision is to award a penalty.

The WAA should check whether the violations were committed at the same time or if one of them preceded the other, here we see two delays at the same time, so the WAA does not intervene.

The video shows that this reaction is violent behavior due to the additional movement of the elbow over the shoulder to hit the opponent's face. This action can be very dangerous for the player and he was lucky not to be hit fully in the face, but the movement was forceful and it was an excessive movement and should have been shown a red card.

The WAA correctly recommended PNP due to the presence of clear video footage of the elbow striking the face.

This position of the hand is subject to a penalty, despite the fact that the ball hits the hand and the face at the same time. The referee's position prevented him from seeing that this hand movement was punishable, so he correctly only stopped play to allow the doctors to intervene.

The WAA was right to recommend the PNP for the reason mentioned above — a clear display on the screen that showed the arm retracted, indicating its position.

Player #6 (Alexandria) fights an opponent for the ball, while he receives a slight (legitimate) push and falls into the opponent's line of motion. It should have been treated as a normal foul (which is not reckless) and the yellow card should not have been shown. It was the second yellow card and the player was sent off.

We have to remember that the WAA protocol does not allow any intervention on a yellow card, even if it is the second and leads to a red card.

This case can be considered borderline, and for this reason we prefer that the VAA not intervene in this situation.

In such situations, we are not able to make a decision on the application of PNP for the above reasons. We consider this situation to be extreme, so in any case where the referees have issued a red card, the WAA should not recommend a PNP, which is only necessary in the event of an obvious referee error.

Player No. 8 ("LNZ") fights for the ball with an opponent and touches his leg with his foot. This situation should not be considered a foot attack with such minimal contact that did not affect the opponent's play. Therefore, the arbitrator's decision was found to be correct, and the WAA should not have recommended to the PNP to change the infringement decision.

We remind you that it is important to understand who is the initiator of the contact. In this game situation, it is obvious that it was player #4 who put his foot under the opponent's legitimate movement (interfering in his space).

The VAA correctly recommended PNP for the above reason of having clear images/evidence on review.
