Referees Committee of the Ukrainian Football Association together with arbitration consultant Nikolay Rizzoli explained the interpretation of individual game episodes of the matches 24-th the tour of Vbet Ukrainian Cup Round of XNUMX Leagues-2023/2024.

The assistant referee-2 mistakenly recorded the "offside" position of attacker No. 9 "Mynaya" (in such situations, we must remember that in refereeing with the VAA system, it is necessary to delay the flag signal until the end of active attacking actions). The referee correctly decides to wait for a pause to see the result of the end of the dangerous attack (and therefore to provide an opportunity for intervention/correction by the AA) and penalizes the goalkeeper for a clear foul. The first decision on the pitch is a free kick because (according to the assistant) the attacker is in an "offside" position.

The WAA correctly reviews and intervenes in this situation, which is determined by the actual decision (on-field review (FRP) not required) because the referee made his decision on the field (in the absence of "offside") - a free kick / red card for FOL.

Player No. 4 ("Obolon"), trying to play the ball with his head, uses his hand (elbow) and hits the opponent in the face. This action is a clear, dangerous (reckless) action that should be punished with a foul (within the penalty area - a penalty) and a yellow card (such an action is not considered an attempt to play the ball and therefore requires punishment).

The WAA correctly intervened and recommended PNP for the above reason, after which the referee correctly awarded a penalty.

The goalkeeper, after the referee has allowed the penalty to be taken, and before the attacker (kicker) has touched the ball, moves forward without placing at least one foot (or its projection) on the goal line. When deflecting a penalty kick, the goalkeeper commits a foul by defending the goal from a goal. As this is the goalkeeper's first offence, the penalty kick will be retaken without a yellow card (which will be issued for a subsequent offence). It should be added that the referee correctly advised the goalkeeper before taking the penalty, reminding him of the importance of not moving forward before taking the kick.

The CAA correctly reviewed the actual actions of the goalkeeper and recommended, in the presence of clear video evidence, to repeat the execution of this penalty.

Player No. 9 ("Dynamo"), trying to play with the head, uses his hand (elbow) to hit the opponent's face. This action is a clearly dangerous (reckless) action that should be penalized with a foul and a yellow card should be issued.

The AA makes a silent check, since in such situations there is no question of a red card (here there is no excessive force in the attacker's actions).

Player No. 4 (Alexandria) loses control of the ball due to an unsuccessful back pass (attempted right-footed) and loses his step, at which point forward No. 6 (Dynamo) tackles him in a fair manner without committing this foul. It should be emphasized that the referee is in complete control of the situation and is at the optimal distance. Technically, it should be taken into account that the attacker's foot (No. 6) has already taken a position in front of the opponent (the foot is completely on the ground) and that it is No. 4 that touches the "Dynamo" player by the back of the boot. For these reasons, a foul was not correctly recorded in this situation.

For the above reasons, we do not expect the intervention of the VAA system in this case. This action (although it may have a little debatable point) certainly cannot be considered an error, and the umpire after PNP was right to uphold his primary decision made on the field.

Player No. 11 (Shakhtar) does not take into account the goalkeeper's exit from the goal and, trying to play in anticipation, does not have time to move his leg, which hits the goalkeeper in the face. The speed with which the attacker approached the goal makes such dynamics of martial arts dangerous for the opponent. We must remember that one of the main purposes of the rules of the game, and therefore of the referee, is precisely to protect the players and in particular the goalkeepers in their own goal area when they are on the ground to defend their goal. For this reason, the red card should be considered correct.

This visual dynamic (slow motion) can reduce the intensity of the contact because the speed at which the attacker approaches the goalkeeper is missing. At the same time, the player is seen trying to move his leg away to avoid imminent contact. For this reason, we can evaluate this intervention as marginal (on the monitor screen) and do not expect the intervention of the VAA in both the case of a red card and a yellow card.
