Explanation of the UAF Referees Committee regarding the episodes in the match of the 21st round of UPL "Vorskla" - "Lviv"

The Committee of Referees of the Ukrainian Football Association explained some points in the match of the 21st round of the UPL "Vorskla" - "Lviv" (2: 1).

Episode 1. 14th minute

14 minutes. The game situation is associated with the failure of the obvious goal opportunity (ZOGM) and the appointment of an 11-meter kick. As a result, after the fall, continuing to fight for the ball within his own penalty area, the defender of FC Vorskla № 5, trying (with his foot) to play the ball in an honest way (having the effort and ability to do so), committed an illegal physical contact with player № 47 FC Lviv, which led to the fall of both players. The referee made the right decision by awarding an 11-meter kick to the goal of FC Vorskla and showing the violator a yellow card that meets the requirements § 3 of Rule 12 (p. 112):  

Obstruction of a goal or failure of an obvious goal opportunity. If a player commits a foul against an opponent in his own penalty area, which disrupts the obvious goal opportunity, and the referee awards an 11-meter kick, the offender is warned if the foul involved an attempt (attempt) to play the ball; in all other circumstances (eg delay, shock, inability to play the ball, etc.) the offending player must be disqualified.

47 minutes. The game situation is related to "out of the game". During the attack on the goal of FC Lviv by the attacking player, his partner, player № 9, was in an "out of position" position (which in itself is not subject to punishment). According to the relevant recommendations, the assistant referees, in determining whether or not such a player's stay is to be penalized, should take into account not only the location / position, but also whether the player is in the direction of the ball, or creates any obstacles to the game. players of the opposing team, etc. Unfortunately, the poor position of the assistant referee (failure to follow the line of the penultimate defensive player) and lack of concentration did not allow to properly assess and make a more acceptable correct decision that would meet the requirements § 1 and § 2 of Rule 11 (p. 99):

Given these provisions, in this game episode the referee's assistant should signal with the referee's flag that the player № 9 of FC Vorskla is in the "out of position" position and (being on the trajectory of the ball, very close to the goalkeeper) clearly blocks the field of view goalkeeper of the opposing team, which should lead to the cancellation of the goal and the appointment of a free kick in favor of the team of FC "Lviv".
