I won't take up much of your attention today. The day was very informative. I will just briefly go over the main points of my work this Tuesday, the 41st day of the Russian Federation's invasion.
He continued his active diplomatic work. He addressed the UN Security Council, which was meeting for a special session on Russia's war crimes in Bucha and in the occupied regions of Ukraine in general. He said what should have been said long ago in this format.
The UN Security Council exists, but there is no security in the world. For no one. This definitely means that the United Nations cannot currently perform the functions for which it was created. And only one state is to blame for this - Russia, which discredits both the UN and all other international institutions in whose work it still participates.
Well, that is, how - it participates... It tries to block everything constructive and use the global architecture in order to spread lies and justify the evil it does.
I am sure the world sees this. I hope the world will draw conclusions. Because if it does not, the world will have only one institution left to guarantee the security of states. Namely, weapons.
He proposed to the members of the UN Security Council and all other states that respect international law specific things that could change the situation. In particular, a global conference in peaceful Kyiv to determine how to reform the world architecture in light of everything that Russia is doing, which still occupies the seat of a permanent member of the UN Security Council that it received from the Soviet Union.
I also addressed the parliament and people of Spain, a state that supports our fight for freedom and for the preservation of democracy in Europe.
I also spoke today with the President of the French Republic Emmanuel Macron about the humanitarian situation in the temporarily occupied areas of Ukraine. About how to help people in the blockaded Mariupol. We also agreed that France will provide the necessary technical and expert support in investigating the crimes of the Russian occupiers in Bucha and other cities of our country.
We are preparing a new package of powerful sanctions against Russia for everything it has done against our people.
Now is a fundamental moment, primarily for Western leaders. And this is not about how our people will evaluate the new sanctions and what I will say about them. This is about how the decision on sanctions will be evaluated in Western societies themselves. After what the world saw in Bucha, sanctions against Russia must be commensurate with the severity of the war crimes of the occupiers. If after this Russian banks will still be able to function as usual... If after this the transit of goods to Russia will continue as usual... If after this the countries of the European Union will pay Russia for energy resources as usual... Then the political fate of some leaders will no longer develop as usual. I advise everyone to feel now that the moment is truly fundamental.
We are preparing to welcome in Kyiv in the near future the President of the European Commission, Ursula von der Leyen, and the head of European diplomacy, Josep Borrell. Working together in Kyiv is something that will be positively appreciated by many peoples of the world. And not only in Europe. Because now Kyiv is the capital of global democracy, the capital of the struggle for freedom for all on the European continent.
And I want to thank all our defenders, all our defenders, for making this possible. For the fact that the Armed Forces of Ukraine hold most of the directions in which the enemy tried to break through deep into the country.
The most difficult, as in previous days, is in Donbas, in the Kharkiv direction. But we continue to do everything so that our defenders have something to stop the Russian troops.
We realize, that the occupiers are numerically superior. That they have more equipment. We know about the attempts of the Russian leaders to gather new fools from all over Russia from among the cadets of military schools, people with combat experience, and conscripts, in order to send them all to slaughter in another offensive.
But we have no other choice - the fate of our land and our people is being decided. We know what we are fighting for. And we are doing everything to win.
Today, at the Mariinsky Palace, I presented the Golden Star orders to servicemen of the Armed Forces of Ukraine who were awarded the title of Hero of Ukraine, and to family members of military personnel who were awarded this title posthumously.
Now, it is in the Mariinsky Palace, in the White Hall, where we always receive heads of foreign states, that such important ceremonies will take place. We will demonstrate every time that our defenders deserve respect and honor at the highest level.
And the White Hall of the Mariinsky Palace will henceforth be called the White Hall of the Heroes of Ukraine. He also presented the Order "For Courage" to the family of the deceased photojournalist Max Levin, who was vilely killed by the occupiers in the Kyiv region. During his lifetime, he made a significant contribution to ensuring that we all saw and knew what was happening in our country.
Traditionally, before recording the evening address, I signed decrees on honoring our military with state awards. 292 servicemen, 57 of them posthumously.
