Clarification of the Committee of Referees of the UAF regarding the interpretation of individual game episodes by the referees of the matches of the 13th and 14th rounds of the Vbet League-2023/2024

The Committee of Referees of the Ukrainian Football Association explained the interpretation of individual game episodes of matches 13th and 14th rounds of Vbet League-2023/2024.

13th round

"Metalist 1925" — "Chernomorets". The referee is Oleksandr Sandor.

Player #70 of FC Chornomorets goes down in the penalty area due to the dynamics of the game without any foul, but the referee misinterprets it as simulation and applies a yellow card sanction to the player mentioned above.

The decision is incorrect, but it cannot be corrected by VAR, as according to the VAR protocol, this technology is not able to intervene in cases of yellow card decisions.

40 minutes.

Player No. 70 of FC Chornomorets commits a violation punishable by technical sanctions in the form of a free kick and a warning in the form of a yellow card. As this is the player's second card in this match, the referee gives him a red card.

The solution is correct, but the first warning was false and resulted in an incorrect extraction. The Committee of Referees of the UAF sent a letter to the referee, emphasizing the above, and temporarily suspended him from conducting matches.

14th round

"Chornomorets" — "Movement". The referee is Andriy Kovalenko.

Player No. 5 of FC Chornomorets commits a violation inside the penalty area in the form of a deliberate handball, and thus prevents a goal. According to the Laws of the Game, such a violation entails a technical penalty in the form of a penalty and a disciplinary sanction, which in this case falls under the typology of "Disruption of an Obvious Goal Opportunity" (DOGSO), and therefore the referee removes this player by showing him a red card.

According to the VAR protocol, such a decision needs to be verified by this technology. A review was carried out and the technical and disciplinary decision by the VAR was upheld. So, it is about the correct decision that was made by the arbitrator.

«Kryvbas" — "Dynamo". The referee is Maksym Kozyryatskyi.

Player No. 11 of FC "Dynamo" starts a counterattack and at the same time controls the ball, heads towards the opponent's goal, he is chased by two players of FC "Kryvbas". Player #13 of FC "Kryvbas" makes contact with player #11 of FC "Dynamo" from behind, causing him to fall and lose control of the ball, thereby denying him the opportunity to score a goal.

Such a violation falls under the typology of "Disruption of an Obvious Goal Opportunity" (DOGSO) and therefore leads to a technical penalty in the form of a free kick (the offense was committed outside the penalty area) and a disciplinary sanction for DOGSO, i.e. a red card.

In accordance with VAR protocol, this decision was reviewed by this technology and the technical and disciplinary sanction was confirmed. So, it is about the correct decision that was made by the arbitrator.

«Obolon" — "Vorskla". The referee is Kristina Kozorog.

63 minutes.

During the counterattack, the player of FC "Obolon", who had the ball and was in a favorable position to realize the goal moment, is contacted from behind by the defender of FC "Vorskla".

This contact causes the player to lose balance and fall to the turf. The match referee incorrectly considers this contact to be accidental and is wrong in his decision to continue the game without applying any sanction (penalty kick and red card).

According to the VAR protocol, this technology should have checked for a possible red card, and therefore the VAR should have intervened to invite the referee to carry out a review on the pitch, which would have resulted in her deciding on the technical-disciplinary sanctions that mentioned above.

KA UAF decided to inform the persons who are responsible for such an error regarding the application of appropriate measures to them.

«Polissya" - "Metalist 1925". The referee is Yaroslav Kozyk.

81 minutes.

Player #3 of FC Metalist 1925, not having any intention of trying to play the ball, pushes player #23 of FC Polissia in the back with both hands, thereby causing the latter to fall outside the field.

These are deliberate actions that were committed with the hands and that should not have been used to fight for the ball (Rule 12). Therefore, these actions were not necessary and are such that should be punished by a technical sanction in the form of a penalty kick (if it happened in the penalty area - a penalty).

The arbitrator's decision is correct. Regarding him, VAR, according to the relevant protocol, also checked and confirmed his correctness.
