The Committee of Referees of the Ukrainian Football Association explained the interpretation of individual game episodes of the three matches of the 17th round of the Vbet League-2023/2024.

"Kryvbas" — "Zorya". The referee is Dmytro Bondarenko. The arbitrator of the VAA is Yuriy Ivanov.

Explanation: before the corner kick was taken, player No. 20 of FC Zorya clearly delays player No. 7 of FC Kryvbas. The head referee awards a penalty. The CAA referee contacts the head referee, correctly informing him that the foul occurred before the ball was hit, i.e. during stopped play.

We remind you that according to the Rules of the Game, only disciplinary decisions, but not technical ones, can be made during the stoppage of the game. Play was correctly restarted with a corner kick, due to the referee blowing the whistle before it was taken. In any case, the head referee should have issued a warning in the form of a yellow card to player No. 20 of FC Zorya.

«Polissia" — "Dnipro-1". The referee is Mykola Balakin. The referee of the VAA is Yaroslav Kozyk.

Explanation: the referee incorrectly awards a penalty in favor of FC Polissia: he did not take into account that the possible contact between the attacker and the defender is insignificant and is not such that it can lead to the fall of the attacker who deliberately falls and exaggerates the consequences of the possible contact (as a last resort, here it was possible to continue the game or be punished for simulation).

The WAA referee correctly decided to invite the head referee to watch the field to check the events that took place on the field. The correct decision is not to confirm the penalty, but to restart the game with a contested ball.

Note: the main referee was given a negative rating, and the referee of the VAA - a positive one.

Miner — September. The referee is Kateryna Monzul. The arbitrator of the VAA is Vitaly Romanov.

Explanation: a FC Shakhtar player kicks the ball, which hits the feet of a FC Veres defender and then bounces back to his body/hands. The actions are so unintentional that they should only be regarded as not subject to punishment. Referee Kateryna Monzul incorrectly assigns a penalty, and the referee of the VAA does not correct her decision, does not call her to conduct a review on the field for a proper inspection. Wrong decisions by both referees. The decision to award a free kick with no goal during the execution of the penalty was correct because the FC Shakhtar player commits a deliberate violation — entering the penalty area early and in violation of the rules.

Note: negative evaluation and temporary suspension of matches to both referees, with a special note to the referee of the VAA that his work should be based on such qualities as: courage, neutrality, honesty and not influencing his own work by the charisma of the head referee on the field.
